April 26 23:01 2016

The dismissal of the Congress government and imposition of President’s Rule in Uttarakhand continued to stall the Rajya Sabha for a second day on Tuesday.

Amid continuing uproar in the Parliament over the political crisis in Uttarakhand, proceedings in the Rajya Sabha were adjourned for a second time till 2 p.m. today. The Speaker also disallowed the adjournment notices of other members. The Congress has also issued to a whip to all its Rajya Sabha MPs to be present in house. The AgustaWestland issue was also taken up and the new revelations, he said, had exposed Congress and proved that it was all about scams. “You can not discuss it at the pre-proclamation stage”, he said. “The home minister appeared to be working with the LeT”, Union minister Mukhtar Abbas Naqvi said after the BJP parliamentary party meeting. Naqvi alleged the Congress, then in power at the centre, was trying to politically finish off Prime Minister Narendra Modi, who was then the chief minister of Gujarat and BJP president Amit Shah, who was a minister in the state government.

“We are discussing so many other subjects”.

The Supreme Court, on Friday, stayed till April 27 the judgement of the state High Court quashing imposition of President’s rule, giving a new turn to the continuing political drama in the state by restoring central rule there.

Ansari said he, on behalf of the House and himself, extended a cordial welcome to the re-elected and newly elected members of the House. Within days, the Central Government reverses its stance saying there’s no illegality in decriminalizing homosexual intercourse. Naresh Agrawal (SP) said he too did not agree with the government’s contention that sub-judice matters can not be discussed and said the Chair should take the opinion of the House on initiating a discussion under rule 267.

The Lok Sabha, however, was able to pass the Sikh Gurdwara (Amendment) Bill, 2016, with the house unanimously adopting the measure – but only after a heated debate involving members of the Shiromani Akali Dal, the Congress and the AAP. President rule in Arunachal Pradesh, Pathankot terror attack, severe drought situation in Maharashtra and other 9 drought affected states in India is expected to be taken up by the opposition. “I assured them that the Congress would raise their concerns and put pressure on the government to resolve the matter”, Rahul tweeted after the meeting.

The leaders also raised slogans denouncing the NDA government over their actions in the hill state. Deputy chairman P J Kurien then adjourned the House until noon.
