Organizer Leon Racks said someone must be held accountable for what he considers police misconduct.

Kifer says police needed to question her about the accident and find a parent to sign off on her refusal to receive medical treatment.

Hagerstown Police Capt. Tom Langston said on September 21 that the police department is still trying to figure out what happened three days earlier, notes HeraldMailMedia.com.

When the girl began to struggle, a natural reaction considering the circumstances, the officers handcuffed and shoved her into back of their auto.

The officer says, “Come here”. She says, “Don’t’ touch me”.

The family attorney said the girl has a white mother and black father. An officer later pepper-sprays her to get her into a cruiser.

Police in Maryland have released body-camera video of an officer pepper-spraying a 15-year-old girl in a police cruiser when she refused to put her feet inside.

A bystander’s cell phone footage shows the 15-year-old girl from Hagerstown, Maryland being loaded into a police auto Sunday. She repeatedly refuses, swears and struggles to get free. Another tells other officers, “I’ll just spray her if you want to step back”.

Ficker says the girl has a white mother and black father. Kifer declined to identify them or their daughter, citing privacy concerns.

A bystander asked the officers why they were treating the girl like a criminal, only to be told that as a minor, the girl is legally not allowed to refuse treatment. “She attempted to leave on a bicycle … she refused to give ay info on who she was”. Three hours after being pepper sprayed – she was finally able to wash her eyes. She kicks one of their body cameras, stopping the recording, the department explained.

Ficker posted video to his Facebook page, claiming the girl was slammed against a wall, arrested for refusing medical treatment and sprayed with mace, while handcuffed in the back of the police vehicle.

“(P) ut your feet in the vehicle, OK, or you’re going to get sprayed”, an officer said.

“If someone has been knocked out and then wants to go home, instead of going with strangers, and then is grabbed physically by some huge guy and her hands shoved up behind her back so it’s painful – this is not a gentle, ‘Here, sit here, we want to talk to you about this, call your parents, ‘” he observed. He then sprays for several seconds through the partially open window as another officer shuts the door.

The girl then coughs and screams, “I can’t breathe”.

The officer reports to a dispatcher that a “female got pepper sprayed” and the cruiser drives off to the station in Hagerstown, a city of 40,000 about 70 miles west of Baltimore.

A bystander began filming the incident and video shows the 15-year-old kicking at the police auto door while sitting inside while it appears her hands are cuffed behind her.

The teen was charged with disorderly conduct, two counts of second degree assault, possession of marijuana and failure to obey a traffic stop.

The teen is being represented by the Robin Flicker Law Office who posted the video of the encounter on its social media page.

‘This little girl, 5 ft.

Ficker said that the girl was riding a bike when she was hit by a auto, which resulted in her being knocked unconscious for about 30 seconds.

‘They slammed her against a wall, arrested her for refusing treatment, maced her 4 times in the police vehicle while handcuffed, and took her to the police station instead of the hospital!’ he wrote on Facebook. Ficker posted on Facebook. He says she has sprained muscles, and sore wrists where she was handcuffed.

“The only treatment she got (from police) was slamming, abuse and Mace”, Ficker stated.

He said she’s been unable to participate in high school soccer and wrestling practice.
