A green card is a document issued by the Department of Homeland Security allowing a person born outside the U.S. to reside and work in the country and serves as proof that its holder is a permanent resident.
There had been some debate whether green card holders should be even allowed to board global flights.
In a statement Sunday, Kelly said he deemed letting permanent lawful residents into the country to be in the national interest.
