Though the agency was projected to take a hit in the President Trump’s fiscal 2018 plan, its 31 percent markdown – to the tune of $2.6 billion – was the largest in a budget full of cuts.

Public health, emergency preparedness and prevention programs: The budget said it will reform these key programs, including the addition of a new Federal Emergency Response Fund to rapidly respond to public health outbreaks, such as Zika.

Mulvaney said that the $1.5 billion would be coming from the USA treasury and not Mexico, unlike what Trump said during the campaign.

President Trump on Thursday released the outline of his first federal budget, which would boost spending on defense and border security while slashing nearly everything else. It would axe dozens of other programs including the popular Energy Star appliance efficiency program aimed at reducing US energy consumption.

Occupational Safety and Health Administration training grants: The Trump budget calls them “unproven” for the agency charged with making sure American workers are safe on the job.

They could directly affect those “forgotten” people who he said will no longer be ignored.

The State Department’s core programs face a $10 billion cut.

But the budget, the president’s first, was panned by most Democrats and some Republicans and is likely to undergo major changes.

EPA administrator Scott Pruitt told E&E News that he was concerned about some of the proposed cuts and had already spoken with OMB Director Mick Mulvaney about the agency’s funding. No federal budget in recent history has gotten the Congressional stamp of approval without a significant amount of argument and compromise.

“The very programs he proposes to cut play a critical role in fostering equity and eliminating the education gap that exists across our nation”.

During his remarks, Kenny also encouraged Trump to support immigration reform.

Mulvaney would not say, however, how that funding would be paid for.

The blueprint would also eliminate funding for the Corporation for Public Broadcasting, the Interagency Council on Homelessness, the National Endowment for the Arts and a number of other agencies.

“To whoever decided cutting the programs that feed children after school was a good idea, you know you’re a monster right?” demanded one critic.
