Senators are likely to have only a handful of days to decide whether to support or vote against the 142-page bill, which was unveiled on Thursday. Some of those lawmakers could eventually change their stances after potential amendments to the plan.

The bill was a revised version of a healthcare bill passed by the House of Representatives last month.
Heller expressed particular concerns about the bill’s impact on Medicaid, and especially on states, such as Nevada, that expanded Medicaid under Obamacare. The federal Department of Health and Human Services Department estimates 181,000 of those enrollees gained coverage through the expansion. However, it was notable that Heller would condemn the Senate proposal in such strong terms and not just for its Medicaid cuts.

As of now, the four defectors don’t believe the bill will actually lower health care costs, which the GOP promised to its voters if it repeals the Affordable Care Act. Obviously that means his vote could change once the bill gets amended, but it might be slightly tricky considering his reason for opposing AHCA: Medicaid. He said he was encouraged by parts of the bill, but that more work needed to be done.
