The protected sites also include Downing Street, embassies and the Palace of Westminster.

MANCHESTER, England (AP) – Police in Manchester say they have arrested three more men in connection with the suicide bombing at an Ariana Grande concert that killed 22 people.

The images show a man dressed in black with a black and blue bag – similar to the one pictured blown to shreds in photos from the concert venue that were leaked to USA media.

Officials are examining Abedi’s trips to Libya as they piece together his allegiances and try to foil any new potential threats.

Officials scoured the background of the British-born ethnic Libyan identified as the bomber, saying he was likely part of a wider terrorist network.

On Wednesday, a series of raids were executed across Manchester, Wigan and Nuneaton in Warwickshire, while relatives of Abedi were detained in Libya. The building, Granby House, is popular with students and young professionals. A 23-year-old man was arrested on Tuesday in connection with the investigation.

Across London, troops fanned out and authorities reconsidered security plans.

The British parliament said that it was closing its doors to non-passholders and canceled all its tours, events and banquets. Witnesses in the Whalley Range district said armed police had surrounded a newly-built apartment block on a usually quiet tree-lined street. London Mayor Sadiq Khan said more police had been ordered onto the streets of the British capital.

Police are expected to be investigating if the bomb was assembled at the address.

The bombing also left 64 people wounded, of whom 20 were receiving critical care for highly traumatic injuries to major organs and to limbs, a health official said. They returned it when he said he wanted to visit the holy city of Mecca.

When arrested he is reported to have said: “I have ideology with my brother”.

Fifteen people are still unaccounted for, as officials and family members do whatever they can to track them down. He was enrolled for a second year, but hadn’t been attending classes, nor had he been active in school life, according to those who knew him.

Abedi was already known to authorities, UK Home Secretary Amber Rudd said Wednesday.

France’s interior minister Gerard Collomb said Wednesday that British and French intelligence have information that Salman Abedi, 22, had been to Syria, although it is unclear if he was apart of a larger network of attackers. The British newspaper reports that in 2001, he returned briefly to the country, where he fought Gadhafi’s soldiers as part of the al-Qaida-linked Libyan Islamic Fighting group.

That follows an earlier report from Reuters that Hashem Abedi, Salman’s younger brother was arrested by counter-terrorism forces on suspicion of Islamic State links.

Abedi has been working as the appointed administrative manager of Tripoli Central Security forces, which answers to the United Nations -backed government. Rudd said Britain’s operational security could be harmed by the leaks, taking “the element of surprise” away from security services and police.

Ms Rudd said it was “irritating” when information was released from other sources as British authorities worked on the ongoing investigation.

A Polish couple who had come to collect their daughters after the concert also died, Poland’s foreign minister said.

Officials say no decision has been reached yet on whether to postpone planned London concerts by pop singer Ariana Grande.

But Greater Manchester Police said Wednesday that it could not formally name the victims until forensic post-mortems are concluded.
