However, a cursory glance at the schedule for the two-part Budget Session indicates there is very little time to take up these matters during the first part that concludes on March 16.

In a development that evoked comment in political circles, BJD member in Lok Sabha Bhartruhari Mahtab clashed twice with Congress netas on Monday after he sharply criticised repeated disruptions in Parliament in meetings convened by parliamentary affairs minister M Venkaiah Naidu and Lok Sabha Speaker Sumitra Mahajan.

Modi said: “There were several meetings held with the opposition parties and all the leaders have shown positive attitude and understanding”.

Naidu also said the Government was firmly committed to upholding the principles of Constitution in letter and spirit.

After President Pranab Mukherjee’s address to both the Houses on Tuesday, the government will present Railway Budget and the General Budget on February 25 and February 29 respectively. These parties are the Samajwadi Party (SP), Bahujan Samaj Party, Rashtriya Janata Dal, Janata Dal (United)and Biju Janata Dal. However, senior TDP leaders want action to be taken against those who raised the slogans. “The Government believes that it is time now to take forward these two legislations”, he said.

The government has prioritised 32 items for the session including 11 Bills pending in the Rajya Sabha and one in the Lok Sabha besides transacting financial business related to budget. We have seen this agenda of BJP for last three-four sessions.

On its half, the federal government assured opposition leaders that they won’t discover it wanting in making certain dialogue on any problem of concern. He said there should be debate, discussion but without disruption.

Also at a meeting of the Congress Working Committee, Gandhi put the onus on the government for the smooth functioning of Parliament. The freedom to think and speak is being drastically curtailed.

She said it was government’s responsibility to ensure that parliament functions.

“The government was also ready to discuss the JNU row, Hyderabad issue or reservation, and it was not hesitating to discuss any issue if allowed by the chair”, he said.

The Narendra Modi government is trying hard to bargain with the opposition to get important Goods and Service Tax Bill and Real Estate Bill passed in the session.
