Bland’s death attracted national attention amid increased scrutiny of police treatment of blacks in the wake of several high-profile police-involved deaths.
The Chicago-area woman was pulled over July 10 for making an improper lane change. Encinia was placed on desk duty after the DPS said he violated traffic stop procedures and the department’s courtesy policy.
Bland was taken to a nearby county jail where she remained due to being unable to post $500 bail. Her death was ruled a suicide, but family members and protesters disputed the conclusions, alleging she was a victim of police brutality and racism.
Bland’s relatives, along with supporters fueled by social media postings, questioned an official autopsy finding that Bland killed herself.
To dispel rumors that she was dead when she arrived at jail, county authorities released video in July showing her walking into the facility unaided.
The attorney for Bland’s parents had a press conference earlier Monday, questioning why the grand jury was taking so long, and questioning the entire process.

Sandra Bland’s arrest and death came amid heightened tensions surrounding the police and their dealings with black suspects after a series of high profile cases where suspects were killed by officers or died while in custody. He said he expects to ask a federal judge to compel Texas authorities to turn over the document. The grand jury will reconvene in January on different topics of the case, including “misdemeanor matters”, according to Houston ABC affiliate KTRK.
Bland’s family has disputed the coroner’s conclusion that she committed suicide, insisting Bland was happy about starting a new job and had no reason to kill herself.
“Right now, three days before Christmas, they still stand in a place where they have no clue what it is that happened to their loved one”. They also believe that the assault allegation by Encinia, which was used to take Bland into custody, was falsified.
