The Senate and House are expected to vote on the first step of the repeal process this week as part of a budget resolution known as reconciliation.

Budget legislation can pass the Senate with a majority of 51 votes rather than the normal 60 needed for nearly everything else.
Cornyn would not specify which provisions of the law could be replaced immediately, largely because it depends on what would be allowed under Senate budget rules.
But passing a replacement is another story.
