Northern California officials on Tuesday lifted an evacuation order for almost 200,000 residents who live below the Oroville Dam.

Right now in California, the nation’s tallest dam is facing its toughest test yet – holding back about 1.1 trillion gallons of water while one of its auxiliary spillways, which acts as a relief valve, threatens to collapse.
The Hyatt Powerhouse underneath the dam, which can release about 13,000 cfs, remained out of operation, Orrock said.

The California Department of Water Resources (DWR) anxious that further erosion at the head of the spillway would unleash an uncontrolled torrent from Lake Oroville, the second largest man-made lake in the state of California. “That system has been installed since the early 1960s”. Lower flows can create more energy. Others are staying put – at least for now. He said a plan has been approved, but did not go into details. But with more storms on the horizon, crews raced to assess what happened and began dumping large boulders and sandbags into the spillway to prevent any more erosion.

Back when environmentalists and local officials were raising their concerns, the water resources department dismissed the need to fortify the hillside, insisting it would not be in danger if water cascaded down it.
Engineer John Onderdonk also wrote that, “it is acceptable for the emergency spillway to sustain significant damage”.
The main spillway is releasing water at 100,000 cubic feet per second in an effort to reduce the amount of water traveling down the emergency spillway, authorities said. The rising water topped over the earthen backup spillway, which has a concrete top, for the first time in the dam’s 50-year history over the weekend. Dam managers were draining water from the fast-filling reservoir into the Feather River below when the pit appeared last week.
Butte County Sheriff Kory Honea insisted the evacuation had been accomplished in a “fairly timely fashion” and a “fairly orderly manner”.
“It’s a dynamic situation”, he said.
“This allows people to return to their homes, allows people to return to their businesses”, Honea said. Jerry Brown issued a state emergency order Monday to help local authorities prepare for a worst-case scenario-which could send a 30-foot-wall of water downstream, Cal Fire incident commander Kevin Lawson told CNN. That came as a shock to residents, who had been assured that the dam was working well.
“I think the public officials are in a tight spot where they have to play it safe and I understand that”, Johnson said. Those evacuated were sheltered in the neighboring counties of Nevada, Placer Sacramento and Yolo.
