More than 99 percent of electors through USA history have voted for the candidate who won their state.
Under the plan, the state’s nine congressional districts would each receive one elector who is required to vote for the district’s chosen candidate.

Because of the way the USA election system has been set up, it’s possible for a nominee to win the Electoral College even if he or she loses the popular vote. Clinton is an elector in his home state of NY, where he and Hillary reside in Chappaqua.
