The mandate, the requirement that all Americans either have health insurance or pay a tax penalty, hasn’t worked as well as intended, largely because the penalty is too weak.

Nobody, that is, except everyday people who worry about finding adequate health coverage and fear what a catastrophic illness could do to their finances.

The bill would double down on this problem by stressing tax-advantaged health savings accounts to fill coverage gaps, but these accounts would be useless to those without spare income with which to fill them. Only the people who really need insurance will buy it. “Obamacare is Washington telling you what to buy regardless of your needs”.

Plans proposed by House Speaker Paul Ryan and Health and Human Services Secretary Tom Price include age-based tax credits to purchase high-deductible health plans that would leave millions more uninsured persons than now are under Obamacare. As in the past, any new law is likely to add complexity as well, although Republicans argue that it won’t.

Economist Joe Antos of the business-oriented American Enterprise Institute, said the idea of cross-state health insurance has an instinctive appeal because Americans have seen competition drive down costs in other areas, from credit cards to air travel.

Leading up to the passage of the ACA in 2010, Republicans were quick and successful in their efforts to, however misleadingly, brand the ACA as a government takeover of healthcare and an expensive blunder they promised to repeal if given the chance.

Data from the New Hampshire Hospital Association show that since Obamacare, the number of uninsured people seeking care at ERs in New Hampshire has fallen sharply.
